Riot confirmed for not actually playing their own game. CDR boots were fine, they were just a niche item due to tanks wanting defensive boots and carries wanting MPen/AS.

It's an indirect nerf to the junglers I play. And I only got mobos on Nami when I played support anyway, so it's not that big of a deal.
Boots of swiftness are starting to look like a better alternative now.

Wat. Riven uses CDR boots, Talon can use both. And they're not the only ones, just the ones I play very often which I buy those boots on.
