For the item to be considered 100% gold efficient, the magic penetration stat and passive would need to have a combined gold value of 1012g.
Rylai's Crystal Scepter80 ability power = 1740g
500 health = 1333g
Total Gold Value = 3073g
Rylai's Crystal Scepter is gold efficient even without its passive.

Was stomping Fiora in lane, with tlrz's help, but then every time I dueled her, Gragas would gank me near the end of our duel and I would die. Literally every time, before dueling, I'd think "Kha mid? Yeah I'm safe to duel her", and Gragas would pop into the fight and finish me off. They got 2 or 3 kills that way and Fiora ended up super fed.
