She has terrible lane presence and can't farm for her life, but once you get some farm in you're an anti-carry beast. Pop your ultimate on the support/tank/anyone who's useless and nail their carry to the wall. So you've got to have a good early game with her to really shine late-game, but once you're in late game you'll be a monster.

Poppy is great burster. Her Core contains Boots and Sheen. Nothing more so she is ez to handle. Charge+blow and enemy should be nearly dead :)
She lacks dps power (if you build her AP) but she is quite good initiator and beast at dealing burst damage.
She is also vital on ranked but i prefer to make her AD on those.
