Good Idea?
You've posted this before, and never addressed my previous comment - Your duelist passive basically makes her regen stronger than that of shen's
Vorpal Blade. That's seriously broken imo

If I helped you out, be sure to throw me a +Rep!

^ Agreed.
It also doesn't make any sense that it technically gets weaker as the game goes on.
Like, we get less health per second at level 18 than we do at 16 and 17? That just doesn't seem right.
It's tied to how a fight goes. The longer a duel/match goes the more tired you are and less able to recover from skirmishes. That's why the passive decreases over time.

If a cooldown was added to the passive would that suffice?
If there will be a rework on fiora passive, I think it must benefit a jungle clear as well.
Fiora can do jungle and she do it quite well.

Current duelist effect is
Duelist
Fiora regenerates 7 + (Fiora's level) health over 6 seconds each time she deals physical damage. Striking champions will cause this effect to stack up to 4 times.

Duelist
Fiora will gain 4 health each time she deal physical damage, multiply to 8/12/16 at level 6, 11 and 16.

Riposte will double this effect for 5 second.

Lets face it. Season 3 made it perfectly clear Fiora's Passive was non-existent against an average opponent or above. What she needs in the current meta is a passive that allows her a greater sustain early game but one that doesn't leave her OP later in the game and keeps in with the theme of a Duelist and fighting.
My idea for Fiora's Duelist is a reverse of her current passive, but instead of increasing as you level it decreases (like in a fight the longer it goes the less capable you are of wearing blows and being energetic overall).
However in order to not make her OP as all hell early game the stacking ability needs to be altered.
The part in brackets refers to when Fiora gains an additional stack. At level 1 she has 1 stack; level 6: 2 stacks; Level 11: 3 Stacks; Level 16: 4 Stacks.
So lets compare between old and new passives:
Current Duelist: 7 + (Fiora's level) health over 6 seconds
Level 1: 8HP/6sec Max: 32/6sec
Level 6: 13HP/6sec Max: 52/6sec
Level 11: 18HP/6sec Max: 72/6sec
Level 16: 23HP/6sec Max: 92/6sec
Level 18: 25HP/6sec Max: 100/6sec
New Duelist: 34 - (0.5 x Fiora's Level) health over 6 seconds
Level 1: 33.5HP/6sec Max: 33.5HP/6sec (1 Stack)
Level 6: 31HP/6sec Max: 62HP/6sec (2 Stack)
Level 11: 28.5HP/6sec Max: 85.5HP/6sec (3 Stack)
Level 16: 26HP/6sec Max: 104HP/6sec (4 Stack) ~ Most Powerful at this level and level 17
Level 18: 25HP/6sec Max: 100HP/6sec (4 Stack) ~ Same as Original
Pros:
Greater sustain in early lane now that stack has been reduced and base regeneration increased.
Greater presence and viability in early to mid game but tapers off late game.
Will activate against monsters and pets (allows people to play her as a jungler - viable but not the best idea)
Cons:
Passive doesn't proc on striking minions.
