I transferred some money for a gift for someone. That someone didn't accept it though and told me to give it to someone else. I asked my sister if she would accept it and she said she doesn't want me to spend any money but it's already gone since I transferred it. I kept asking her to accept it but she kept refusing. Today I asked a friend if she wants it and she said she doesn't need it and she refused to accept it as well.

Actually, I shall consider it.
Giving people random gifts can make them feel uncomfortable in the sense that they will owe you something, and most people dislike this feeling.
Actually this is the reason I like to give people gifts. And a reason why I hate giving gifts at special occasions.
I know it's random but I told all of them that it's just a small and cheap gift. Yet they make a big deal out of it like they'll owe me a car after I give it to them >.> ...
But I get what you mean. I guess you're right and that's why they don't want it. Still makes me feel bad about it though ;~;
But as a girl can confirm what's been said. I don't like receiving gifts as I feel that I owe that person something back (and I'm poor).
Hey I'm poor too and I wasn't supposed to spend the money for the gift but I did it because I wanted to do something nice for once. And since none of them want the gift it makes me feel like being nice is the wrong thing to do. I've recieved most of my skins in League from people who wanted to thank me for something and whenever they would say "No no I want to give it to you" I would always say "Okay. Thank you" and I would gladly accept it. Yes it makes me feel like I owe them something but if I don't accept I'm disrespecting/rejecting the effort and kindness they put into the gift.
At least that's how I look at things. Obviously everybody has an opinion and there's not much I can do about that. Thanks for confirming Maw. I guess that's why they don't want it.

Aaaalso, if that person expects something back, he is a bastard, cause a gift is a sign of, as utopus said, of altruism. You shouldn't expect something back for being altruist.
It isn't that the "gifter" expects stuff back, it is the the "gifted" wants to do something back. If you get something from someone, then the mind says: "Hey, I should give something back later on". This is in the majority of situations a fair state of mind. However, if you just get something without the person wanting something back at all, it can get awkward.

Girls sometimes are fearful of the whole fraternity system, where if they accept some sort of charity, they will feel indebted to that person and owe them something back...
if your gift is just pure money - like an unsigned check, then it'll be a little tough to 'get rid of it', so to speak. I'd probably just hold onto it and give it to a family member as an anniversary gift, or a child's birthday gift, etc. etc...
If your gift is something like a gift card, then i think you should try and do some sort of secret santa kinda thing; Arrange a party where people bring some gift, their gift gets randomly shuffled, and they get another gift.
