Listen, The Rumble matchup is like the Lee matchup. You don't take real damage in lane versus rumble friend. Please come watch my stream and i'll gladly show you how to properly FARM and avoid unneccessary damage.
You hide behind creeps, Dodge missles and Q Farm. Yes most rumbles will know how to properly trade you and manage their "heat", but you aswell are an AKali master.
Tips n Tricks,
1. After your melee minions die you wont be able to Q farm for free, Range minions tend to die instantly with versus Rumble Q and E.
2. Dont get baited into trading lvls 1-6. Even after you hit 6, go back to base and spend your money. Most rumbles will start Doran shield with flat MR versus Akali which means you wont have enough damage to 100-0 him.
3. If you get below 500 Hp at lvl 6, If he has Ignite you will die. Don't underestimate a
R-Q-E-W from Rumble Lvl 6 without ignite would do about 500 damage off the top of my head without real calculation.
As you get better with Akali you will be able to speculate the damage output of your enemy lane opponents. This is the difference between playing Akali and Maining Akali. You realize what you can and cannot do throughout the entire game with no hesitation.

Coth5 Pots is your friend.
The first 6 levels is hell on earth. Akali is extremely weak and gets bullied by everychampion in the game. However it's still possible to farm and not die. You have to master the mechnics of Q farming and not falling for baits.
Gragas beats Akali with no effort.
Nidalee instantly kills you if you fall asleep and let her land a spear or trap.

She gets destroyed by Lulu, gragas, ryze, darius.
Nidalee , Jayce, Kennen= If you get hit by their Skillshots they can all in.
Akali is a HIGHskill cap champion that rewards good positioning, good judgement and good decision making.
Spam Akali games and make it your #1 Priority to go Top and hit lvl 6 without dying.
If you die, consider that game a waste of experience.
Your goal as an Akali player is to get CS safely, hit 6 then begin to make decisions on whether to stay in lane, roam, all in, farm and etc.
I currently run Flash/Tp on Top Akali. I Find Tp easier to carry bad teams.

I was wondering if you had any advice on hard carrying games on Akali. Most of the games in which I am carrying as Akali (for example having 90% of the team kills), the enemy just buys a bunch of pink wards and oracles lens sweepers and kill me whenever I all in. So my question is how do you counter these vision items when you are the only real damage source on your team and you are required to go all in?
