If it says the ratio is "per 100", then it is just a simpler way of saying minimal percentages. The 2% AP scaling applies even if you don't have 100 AP.

It rounds visually, but it uses the exact number for damage/scaling calculations.
For example, say you have 499.4 AP, it'll visually round it to 499, but all numbers that scale off your AP will actually do damage as if you had 499.4 AP. Bumping it to 499.5 or higher will do the same, except it will visually show 500.
