I would have to agree on the detailed match up section being a good idea, It's something I plan to do. As this is my first guide I am still learning, and plan to expand upon this guide with some of ideas you mentioned. I'd have to disagree with the frozen heart being a "must" buy every game, but I do understand why you would pick it up every game for the CDR and mana. Thank you for the feedback! :)
Ryze pretty much needs 40% cdr. The easiest way to get that is 10 from masteries(meaning 9-0-21), 10 from his 1 passive and 20 from items(or only 10 from items but then you will be pretty bluebuff(or blue trinket)-reliant which isn't that good because you won't have that 100% of the time even if you get every blue).
Other than sv+frozen fist(ridicoulusly expensive considering that you want roa and tear before that) there aren't really any options besides
wota and maybe also frozen fist are ok as situational items imo.(Wota: I am really fed and wanna solo baron/1v5/never go back; frozen fist: I desperately need 9000 armor and no mr).
rabadon's and athene's are pretty useless though(rabadon's: self-explanatory; athene's: if you need mana regen with a 3-4k aman pool, you should think about pressing b from time to time, just to see what happens).
9-0-21(cdr and then ad; get hybrid pen marks) or 0-9-21 masteries are better imo, defenitly don't get 23 offense.
You should present a choice between hybrid pen and magic pen marks in your runes section. MS quints are mandatory.
Most of the time I would pick up
I wouldn't really go SV(BV is better) unless you plan on trolling with wota.
You should mention tenacity boots against cc heavy teams(or if you lane vs. veigar or something like that)
You should really put in that q+auto harass is pretty op(especially against melees because you can constantly do it)
If you feel like putting in a lot of work, you could add a detailed matchup section and look into some coding guides. Other than that your guide is pretty good :)

Thank you for your feedback, I took some of your advice and made the necessary corrections. But I do believe Iceborn and Athene's shouldn't be ruled out as they are situational.
You made a pretty common mistake many creators of guides are making in their first guides as you forgot about maxing an ability at level nine instead of eight.
