Yep, as Joxuu said, that's in the Theory Crafting & Ideation subforum. If you're not sure where to post a certain thread, keep an eye on the description (in this case: "Discuss champion and item optimization, as well as ideas for new champions and items!").
It might be a good idea to create a separate forum for these type of threads if that subforum gets flooded with them, but right now that's not the case ;)
