It's definitely not very clear in the description as to what it does. I had to check the lolwiki to make sure it did actually work the way I thought it did.
Homegaurd I typically buy when we need to contest the base or I'm simply dying/backing enough to need the extra jump start from base.
Furor goes on any champ that appreciates stickiness or kiting. Basically ADCs and people who would pick up
Trinity Force. I avoid taking it while behind or their comp is hostile to the playstyle required by Furor's method of movement.
Alacrity makes up for loss of MS is most situations and can give you an edge in map control. It's all-purpose and has no specific merits, but that's sort of its greatest strength.
Captian works great on some initiators/retreaters, but otherwise I don't see a reason to pick it up. It's perfect for
Janna and
Leona, though.
Distortion I never pick up. It's not like I don't think of it as viable, but I just don't rely on my flash enough to pick it over something more consistent for the purposes of movement.
