Pros vs Cons
Pros:
-Gives CC to a CCless champ
-Easier gank setup for a CCless jungler:
Zed, Talon, even Lee Sin
-Harder to miss your combo, easier "all-in"s
-Everfrost works very well on champs with
dashes (Galio, Zoe...)
-Better when behind
-Everfrost is the best Mage mithic.
Cons:
-Worse wave clear
-Less Poke dmg
-Worse when ahead
-Worse vs Lane bullies
-Gives CC to a CCless champ
-Easier gank setup for a CCless jungler:

Conclusion
I wouldnt say everfrost is better 100% of the time, but if you are falling behind, you are duoing with your jungler, or you are learning LeBlanc and you are not confident in your skills, you should try this build.
