Haters gonna Hate.

Its not about the spell vamp, its about you do extra damage while receiving a boost of spell vamp.

Do you know what The AP passive side of akali passive does? Say you get it up to 30%, that means that 30% of your current AD is transformed into Bounus magic damage on top of your AD. Meaning the more AD the more damage yo udo with it, also The more ap the more your auto attack does. Its more profitable to build on both strengths.

I feel with this build the way you play akali your'e all like LEEROOOOY JEEENKINSS and then put your shroud down when on low health because the enemies have no idea what oracles elixir is..... I really don't agree with anything here. I feel that this build is more teamfight utility akali. Generally as akali you are supposed to kill the carry then gtfo, but I guess you could do some nice aoe damage and stay alive because of the spell vamp with this build.
