Ahri is really weak in the start, because of the low mana regen + low mana.

Marks
9X Greater mark of insight: + 0,95 Magic pen.
glyphs
9X Greater glyphs of intellect: +11,25 mana you need that for the start.
Seals
9x Greater seals of replenishment: +0,41 mana regen.
Quintessence
3X Greater Quintessence of potency: +4,95 ability power.
Masteries
I took all the utility for the Mana regen and the extra manam because you really need that.
Offense:
I took all of the offense for more damage.
