With your current setup, 21/9 is far superior. Its very very standard on Akali and boots 3 pot is also more effective than beginning with a Doran's Blade or Tome/1pot. However, You should consider running 2 magic pen reds rather than a full AD setup, since you only need 7 (with 21/9) to activate your passives.

I know you've only tested it but for Turret/BD Akali I suggest Rageblade as an item, its way more useful than Stinger not only for backdooring but for fighting as well if thats the kind of Akali you plan on building.
