I would rather health over magic pen anyways and I would disagree on the cool down reduction. Cool down is very useful for Akali because 1: her ult doesn't use energy and 2: if you hit your target you get your energy back from mark of the assassin which are the two main skills to kill enemies for a hybrid Akali therefore the more skills you can use -> the faster the enemy dies.

There is a slightly more efficient way to achieve both disciplines at level 1, and still keep full magic pen marks. Cool down reduction is also quite useless on Akali as most of her skills are less than 5sec cd any less than that and you would be energy starved trying to spam them as fast as they cd.
