Well, my point of playing akali, specially in solo lanes (mid/top), is to rush level 6 asap, and rather before the enemy. Your ulti + mark will give you such a huge damage output that.. noone will be able to resist it :)

I hope you realize that 21/0/9 is a good mastery build, i use it from time to time. But the problem is that awareness gives very little xp, basically worthless and not noticeable for akali. It would be better if you went 21/9/0 for more survivability.
