Based off of a player who's only level 6, this build was based off the usual 'tank' builds that are out there for any Tank character. The normal idea of a tank is slow moving, high health, high attack strength player. But due to many disadvantages of this, such as dealing with long range characters (ex. Ashe), using this build you'll be able to go against almost any character type.
Keeping all of your runes focused on attack speed will allow you to get a faster attack speed start even when your focusing just on cleaning out the invading mobs and leveling yourself up to get the rest of your equipment. When you reach higher levels higher tier runes can be used which will boost your attack speed up even more (I think there might be empty rune spaces left, I would say to fill them with either attack strength or regular speed)
Thanks to Alistar's hard hitting combo sequence of Pulverize & Headbutt adding in masteries that increase both his strength for his normal attack but also ability strength will grant you the ability to rush into a mob clean out those pesky minions and then make strong work on the enemy champions with out much fear of getting shot back down.
For your Items, You're going to want to focus on everything and anything that has multiple effects. Anything that can give you either attack speed & health or some sort of cool down increase with armor are going to be a huge help for those times where your either close quarters into your spawn or your off in jungling with a group and are worried about incoming enemy attacks. Movement speed isn't a huge need but might be useful so don't completely leave it out of the equation.
As for the skills, getting your combo up quick is your best bet. While the Triumphant Roar is good for those times where you aren't carrying consumables or you have already used your heal spell and need a quick health boost to give the upper hand on an already weakened enemy that wont back down from a challenge.
Unlike most champs, Alistars Ult isn't a strong push in the upgrade list. While it does come in handy when your already at level 18 and have it maxed and are waiting for another round of combo moves, the small (and very fast) increase in strength isn't worth focusing your time into boosting
