and also dont finish archangel until much later, tear, boots 2, RoA etc.
put down an storm and bait them in frostbite and then almost at the same time flash frost. see once you hit them with frost bite they try to back off letting you lead with flash frost it stuns them and holds them in the storm letting it or even and basic atk finish them off
"all i have to say is i would max out my q first" no, dont! :D E should ALWAYS be maxed out first, due to more damage and a smaller risk of missing. With Q there is a high risk of missing aka. no damage at all, + E gives more damage when used correctly.
i agree any decent anivia player would max E first for that very reason
honestly i play anivia all the time and use your build, mainly cuz were bros ;) but seriously, i am amazing with skill shots, especially with aniv, all i have to say is i would max out my q first just because it does do a lot more damage rather then alternating between the two, but other than that, i luv the build and i ligitimately go 9 and 0 in 3v3's without question. sometimes i rape even MORE!!!

Skill Sequence
First of all I will talk about Skill Sequence. I slightly disagree with you skill sequence. I think maxing Frostbite is your main priority rather than taking Frostbite and Flash Frost alternatively. Like you said, Frostbite is her main source of damage so why not max it first? Also there isnt a real reason to max Flashfrost earlier than frostbite. Which each level cooldown decreases but stun does not increase. In a standard mid lane, you are only going to have time to throw out one Flash Frost so regardless of CD it's not a key thing. Frostbite on the other hand you may be able to throw in 2 and having a higher level means more damage.
As for Crystallize I like to take at least 1 level on it at Level 4. Reason being is that your jungler usually comes at this time to gank and if have one wall could buy you a bit more time to deal damage. Similarly the enemy jungler will also be looking to gank, having Crystallise offers some safety mechanism. Lots of pro anivia players I have seen stay on low health near tower and the enemy heroe forgets about her passive. They dive at her but before she turns into an egg, they throw up a wall, thus the enemy hero takes about 2 more tower hits. Hence it is a good idea to take Crystallise at level 4 but max it last.
You have all the rights to how use level up your skills but you should explain why in that sequence? I know a lot of readers will come over and disagree with you as standard Anivia players dont level her skills like that.
Items
In you second build, if you are going to go RoA I recommend getting it after Tears but before ArchAngel's Staff. Reason being Anivia is fairly squishy and has some trouble in laning phase. Catalyst allows her to stay in lane longer. Also getting RoA earlier means you get the passive up quicker. I have tried roughly this build before or something similar. Archangle isnt as effective early on as you have barely any mana.
Runes
A lot of people get flat AP quints so maybe you could explain why you get magic penetration?
Masteries
Maybe explain why you go 9/0/21 instead of 21/0/9 or something with the new masteries? Personally I would get 21/0/9 on anivia. 21 in offence through standard ap tree. 9 in utility with max mana, recall, movement speed and maybe 1 point in meditation.
