With the Full Ap Masteries and Runes Taric will be effective in Healing and his AP Skills itself i.e. his Stun-Damage. The Items will underline his AP and also make him a bit tanky. He still will inherit his supporting way, just a bit different. You also have to rely on bot lane's AD carry, since you need to get farm aswell. But this way your whole team will be effective. If a fed AD carry dies, the whole team is doomed. But not when it's balanced and i.e. Taric will survive and deal damage. You have to decide which boots you take, cooldown reduction or magic pen.
