Chapter 1
1) At the start, I buy the Meki Pendant to lane longer before having to recall. Early game be sure to just keep your partner alive and try to get those killing blows to boost your gold.
2) I try to wait until I have enough gold for Tear of the Goddess before I return for the first time. Also you are usually about level 6 by the time this occurs unless you happen to get some lucky early ganks. Dazzle early on is primarily used to annoy and give your lane partner a chance to do some damage and possibly kill. This is also why I chose to go with Ignite as one of my summoner spells. Early ganks and finishing blows if they try to run away.
3) If everything is going smooth as it should be if your playing careful, the 2nd time u come back you should be able to buy your boots flat out. I chose the magic pen boots so later on, Taric can be a nasty killer as well as taking some hits.
4) Mid-game Taric should be able to have his Rod of Ages somewhere around 20 minutes in. By this time your Dazzle spell should be maximized or close to it. Go with a partner on some ganks if possible to build that extra gold.
5) Taric is not only strong with spells but with this build i find he can take a lot of hits from both melee and spell attacks. And not to forget amazing when tanking turrets on those clutch pushes.
6) Close to end-game Taric should have his Banshee's Veil and the Void Staff. He will not only be running in head first into battles with his High Hp and decent resists. With the amount of mana he should have, if need be his Ultimate will be able to last and keep everyone else alive for a while.
7) Have fun with Zhonya's Ring and utilizing the active ability if the other team decides to focus Taric.
