I've played J4 support before and I'm also not a huge fan of the W max as the recommended, especially with the armor shred on Q. Going into a game with J4 support should be all about kill pressure and maxing W just doesn't suggest that for me. Instead, it suggests you are prepared to just take it up the *** until at least level 6 and that's just not how you win games reliably. You need to put yourself in a position where you actually threaten the enemy rather than play passively early game.

I would max W situationally when the enemy is playing a poke lane and you have a difficult time engaging. All other situations I would max Q. With max rank Q you can jump to the same standard twice if you so wished.

I'm also not a fan of your rune setup either. It doesn't really grant early defensive stats, where they are really needed. And giving him MS when he's probably one of the more mobile champions out there anyway...

On top of that, the structure of the cheatsheet and guide itself seems a bit messy - the chapter order doesn't really make sense and the itemization in your cheatsheet is awkward to follow and doesn't really give guidance on what items to pick off the bat. For a start, try splitting them into 'magic resist' and 'armour' options.

Wow people are stubborn, it's like they didn't even take the time to read the guide they just looked at the tables. After reading this I played 5 games of J4 support and it was a blast. Not only strong but super fun to play as well. I found the trick to being effective is not in the just EQ combo knock up but making use of your passive is key. 10% damage is HUGE and let's you get away with Maxing E first and building support and tank items and still chunk them hard when you harass or open a fight. You don't want to get the kills anyway, you just want to soften them up and CC them for you ADC and/or jungler to get the kills. The damage shield and slow are HUGE when ganks are happening, both offensive and defensively. It saves you from the burst and buys your ADC time to get better position. Thresh and Nami straight up CRUSH J4 support. I did really well vs Leona, blitz and Ali.

Amazing guide! I've been doing this awhile. This guide gives it some street cred! =) I will usually grab a brutalizer before I go for my full tank item though. Makes a big difference

I play J4 support, this is so not how you play him.

I think that neither maxing Q nor maxing W is a good idea. As you already mentioned, maxing Q is not the most optimal thing to do because the % scaling is not that good early on (each level up makes you penetrate 1 more armor for every 25 armor they have, pls), and the mana goes up as well. In my opinion the base penetration is enough and you'd rather have it on a 45 mana cost which allows you to use it more often without having to worry about your mana.
But, I also do not think that maxing W is the way to go. It only becomes relevant as soon as teamfights start to happen, and the 15% slow is more than enough for your early game.
I think maxing E is the best idea. It makes you tankier, while increasing both you and your carry's damage. It is also your spell with the highest range, making it the best tool to harass from afar.

Apart from that, I have a few notes on your guide:

• The optimal rune set for tanky supports like Jarvan IV as for now, is . The reasoning behind this is the pretty big amount of armor you get, being backed up by the health from your seals. The magic resist can either be flat or scaling, depending on the enemy you face.
• You can swap the Health Potions in your cheat sheet for Greater Biscuits of Rejuvenation, since you took Biscuiteer in your masteries.
• It might also be a good idea to add to your first back that you should purchase some wards and potions, because otherwise you will be lacking vision as opposed to the other support. You might even consider rushing Sightstone first, however it is indeed mathematically correct that rushing Targon's Brace into Sightstone instead of the other way round is more gold effective.
• You should also consider to add some more optional items. For example, there are other boots possible then Mercury Treads if the enemy is not crowd control heavy (Ninja Tabi, Boots of Mobility). Talisman of Ascension and Mikael's Crucible are always something to consider supports (even on tanky ones like Jarvan), and I can see Sunfire Cape working as well.
• I think 0/21/9 is indeed the right setup for masteries on support Jarvan IV, but I think you messed up some points that could have been used better.
  1. Never EVER take Enchanted Armor. It's a noob trap. Early game it gives you far less than Reocvery, while late game when it finally does give you an okay amount of armor, it isn't useful anymore because stacking armor after a while gets ineffective. Everything I just said about armor, of course also applies to magic resist.
  2. You must max out Perseverance. It's ridiculous how gold effective this mastery is, and the scaling it has into the late game is even more ridiculous. It's almost like having a free Warmog's Armor, and definitely one of the, of if not the best mastery in the entire defense tree. If I were you, I'd take out the points in Resistance and Oppression, but that's just personal preference. You can take points out of Swiftness or Hardiness too.
• Little note on your runes: you will start out with 30-40 armor, depending on how many enemies are close enough for your Legendary Guardian to work.
• I like your idea of the tier list, but like said above, a lot of the tiers are according to the meta just not right. It may be your personal preference, but according to Vynertje "there is very little room for personal preference in a meta-oriented guide". If you do however really think your tier list is right, maybe putting some explanation behind it would be nice too.
• I think something went wrong with the list code in your runes section.
• It might be just me, but I find the way your Pros & Cons section looks very distracting. I would take out the columns and just list Pros above the Cons, because it all being cut off halfway the rule doesn't look nice to me.
• Already explained above, but I would switch your skilling order. Other than that, your explanations seem fine.
• Where is the explanation on your item build?? It's one of the most important parts of a guide and you just leave it out without mentioning..

Other than that, your build and guide seem fine. Just try to add some more coding here and there and please, please put in an item section...

jarvan 4 against nami bot lane is also pretty hard, if the nami is good... if she stays out of EQ range she can still be effective and if you dive her adc its just a nightmare of slows that lead to bubbles

I don't necessarily agree with not maxing Q first, but its your call for your guide i guess. You did take the Meditation mastery, so unless you are spamming your Q every time it is up, you shouldn't have too much problem with mana, especially seeing that you got Culinary Master as well. I understand the thinking behind you getting Q last, but honestly q percent shred is really OP if you have an ADC who can hit them a few times after you get a proc. I understand your thinking behind the W max first, and I havent done the math on it for two people's values, so I will trust your judgement on this. But I definitely think you should try maxing Q second, because if you do the math, Q armor pen + damage is vastly superior to the stats your E gives at just about any phase of the game.
