At least an AP Utility Masteries Guide...

I can't understand why most guides focus on offensive masteries.
Fizz lifes from CDR, he is useless once his abilities are on CD.
He works out SO much better with utility.

I agree, played with a high ap lichbane build like I would akali and wreaked face. 21 offense is the way to go.
I would buy sheen before RoA, the dmg increase is to good to pass up early game. and if you don't spam spells your mana usage should be almost nothing in lane. Heck, I don't even buy RoA, go from sheen to deathcap/rylais.
