This guide is not extensive. I will continue working on it in the future, I just wanted to share my findings with the community.

This is my first build after playing Viktor a number of times. He is a master at farming. Once you get your augment death and sorcerer's boots, your death ray can kill an entire row of casting creeps.

Use his slow trap to block off the escape of your victims and harass them. You can initiate fights with his power transfer ability, lay down your slow trap to slow/stun them, and then unleash the death ray. If you want to kill them you unleash your Ult and ignite them all at the same time. If your ult is down then you need to back off once this combo is completed (unless they are really low on health and you are guaranteed kill).

If you play if fairly safe and you get accustomed to micro managing him and his ult, you should start getting easy kills by the time you have the sorcerer's shoes.
