I've been having mixed feelings about that option, because I've heard some arguments from both sides.

Do turn it on: People are less likely to troll vote and might leave constructive critisism because they're forced to vote.
Don't turn it on: People can just write a 1-letter comment if they're bothered enough to "troll vote", not turning it on means people who think the guide is bad but don't want to bother writing a comment can just downvote without having to go through the trouble of commenting, if people have critisism they'll most likely comment whether they're forced to leave a comment with their vote or not.

Also, not turning it on can be a protection of my feelies, but I think it's best to get critisism in order to get better, but just downvotes without comments wouldn't help me that much besides telling me that I did something wrong.

I might change it in the future, but for now I'mma be a special snowflake and keep it this way.
