If he's not a tank, don't start him with Doran's shield. Also, it seems you want him to use dragon strike quite a bit....so why not start him with the Meki Pendant since you'll be building into a Manamune anyway?
Otherwise you'll be hurting for mana early on.
I thought about that, but with being Melee and taking quite a few hits, the Shield would allow me to lane longer.
I don't build Jarvan as a straight DPS, simply because it's less effective than building him as a DPS tank. He is not made to be pure damage, he's made to initiate AND survive in team fights while dealing good (not MASSIVE) amounts of damage to squishy champs and tanks alike.
Otherwise you'll be hurting for mana early on.
