Hey, just a few quick notes
1. dont buy Zerk greaves. Jarvan's more of a bursty champ than a sustained champ so that 25% AS while improving his DPS doesnt help his burst. Its better to get tabi/merc imo.
2. You listed IE as a DMG option- well it is viable but IE is strong if it has another crit item with it like, ghostblade or even sword of the divine. I just love the IE sword of the divine combo on J4 due to his combo- it makes you hit atleast 2 of the 3 crits before the enemy you knocked up falls down. and then you can just R for the 3rd crit and absolutely slaughter squishies.
3. Dorans items are the best early game items but you dont start with them- Why? Jarvan has agood early game that is only outshined by someone like renekton.

I usually build Jarvan offtank. I have never seen a build like this. This build seems interesting.

overall nice information. coding could be used a bit more. for instructions, check out jhoijhoi's guide on making a guide! i disagree with your rune setup however. the seal extra crit chance is not needed. also health glyphs? really weird. armor seals and MR glyphs would be a much better and balanced choice. you should also add in a section on masteries and runes.

Nice guide. As a intensive Jarvan IV user I may tell you that before you buy Giant's Belt if you are focused you die instantly. Jarvan does a good early damage if you lvl up the demacian standard (atk spd and armor) so in a solo line maybe is better to buy before the boots a Giant's belt to be "unkillable". :)
