Yeah Malzahar doesn't need the bonus in offense damage and such. He isn't even a carry. He excels mid game. Also you said that he has mana problems, you take Archangel Staff as one of the last items on the list. What are you even talking about?
Also Malzahar has no escape method so Exhaust is really not necessary for him since he has Rylais and nether grasp.
