The effectiveness of this build is based entirely off of how much mana you have. You will be able to fulfill any role and have great variety in what you can build.

For my runes I like to run everything as flat mana since this is a full mana build and everything is based off of how much mana you have.

My masteries are 0/9/21 since they further compliment the mana build as well as giving you some more utility and tankiness.

For my summoner spells I like to run health and clarity with the occasional teleport for those nasty ganks. There is no need for flash since you should be able to have full self sustain due to the endless mana and scurvy.

My main sequence is the usual GP order but sometimes if I'm going more utility or tankiness, I rank up scurvy first.

With this godly item 2% of your mana is converted into attack damage. In the next major season 3 patch it will be even more overpowered with your spells dealing a portion of your mana. I like to start with the 2 gp5 items just to get that cash flow settled and ease into the pace of the game. Once you get your sheen you can just wreak havoc on whoever crosses your path.

Overall this build is completely viable and combines a bit of everything make it the best gangplank build. You get endless amount of mana so you can spam your spells, auras to help your team with Frozen Heart and Zekes, lifesteal from Zekes, and even more damage from Trinity force.
