A slow tank is a dead tank; that or a tank that arrives in battle moments too late.

If this is a tank build, swap the Soul Shroud for Merc's or Ninja's; you're not aiming to wrack in the kills.

Than get Ninja tabi. Armor + dodge.
or Mercurial for Magic resist and even more CC resistance.

Boots are not only for chasing and killing.

yes because in this build i fwent more for tanking and damage and it was better without the boots because they dont give any health or damage buffs
