I don't think it's late because I think every good LeBlanc in mid will have 1st blood and get nice feed... I usually get Mejai's in 5th minute - 7 ...
and replacing boots is stupid.. as every mage she has low movement speed... and if you think my items are odd... then I can tell you only this: its not spam build D:.. well they are maybe odd but they are good... Healh + Mana, good ability power.. what do you want else? + slowing :D

your item build looks a bit odd, i might suggest reworking the template itself, i wont vote now until after you had a chance to fix it, mejai's so late and replacing boots etc im not soo sure on that one etc

when I will have time I will add tactic and something about runes.
