Things that need to improve/Be Fixed. If your wanting feedback on your build use the Forums of whatever server you are currently on. For the best feedback probably one of the EU servers or the NA server under the newbie section.
Since I don't know if your wanting to build a guide or not let me just say you have a lot of work in order to get it up to scratch (Lol - See what I did there? ~ Scratch; Skarner; Get it? No? Fine).
As for your build the major nagging issue for me is that you cannot have over 40% CDR. That is the maximum cap for it. 40%. Your Runes are a mess as you have no sustain against counter jungling or the monsters themselves are you have decided to invest all your runes in Ability Power except for your Marks. Which are the correct ones to get on Skarner. You need Armour seals at the very least.
You have taken Frenzy in your mastery but your build does not contain any critical strike chance. As you have build very little Attack damage it is a waste to take points in Warlord. Got nothing wrong with the utility side of things except that I recommend taking Runic Affinity just so that the bufs last longer if your playing JG.
Lich Bane isn't a good item on Skarner. Sure the damage is nice and you'd be able to proc it a lot with your Q, but you have no additional armor to guard against champions with strong attack damage. No extra health as well as no extra armour resistances means that against someone like
Jungler item is correctly chosen if going AP. Good choice for a sustain item as it does provide a 700 range slow on a single target.
Other than that nothing else to say. Pretty much your build is situational. If you managed to get the drop on a target you'd probably rape but against anyone with any small of amount of inteliigence your going to be pub stomped.
