Not Updated For Current Season
The masteries shown here are not yet updated for the current season, the guide author needs to set up the new masteries. As such, they will be different than the masteries you see in-game.
The item order and skill order somewhat depends on how the game is going, what strategy that you and your lane partner wants to use, but the priority tends to be always R>E>W>Q.
There are exceptions, such as if you are good with landing your W and you are laned with Sion or Akali (basically a hero that either have another disable or can kill people fast in early game), it is probably better to prioritize W over E.
This applies for item order as well. If you notice you can get to level 6 really fast and you opponent tends to not get close to the creep line you can try getting Crystal Scepter first. This way you can flash and creep dive them and use your ulti as well as Q to slow them down to a halt for a kill.
Meiji soul stealer could easily be switched with Haunting Guise, Abysmal Scepter or even another Zhonya's ring if you realize you are not getting as much kills and assists as you could possibly can, however if you are decent with your zone awareness and combo, AND if you already have a deathgrasp before getting soul stealer, you should have no problem getting the stack points needed for the item.
This build is made for the purpose to have fairly high Mana Regen so that your Ulti could be left on for a long time, as well as a HIGH AP for doing maximum damage with your skills.
In a gank, after you have a target your spell order should be, W, Q, Deathgrasp, E,Ignite. If they are not dead, chase with R + Flash.
When to actually turn on R is quite trivial. It really depends on the situation of the gank. Are there creeps around? Are you being targeted? Is your HP dropping? Did you enter the gank with full MP? By using these questions you can evaluation when to turn your R on. For example if your MP is low you might not want to turn it on until you are chasing those pesky run away low healths. If you are getting hit and being targeted you might want to turn it on once you see your HP start dropping so that you can increase your survivability. If there are creeps around you better hope those creeps will be dead soon so that your ulti will actually be hitting the Champions.
For early game small scale ganking or 1 on 1 champion kill combo against squishy heros is W, Q, Ignite, Flash, chase with R. For tankier heros you will need to throw E on there too before ignite and also probably use W twice if the CD allows you to. Again this combo heavily depends on which 2 skills you want to try to max out first... because lvl 1 W with lvl 3 Q and E plus ignite can kill or almost kill any hero during the early laning phase, however if your skill order is to have a high W and E the most you can do is still just harassment and nothing more.
