Runes: Switch Seals for Health per level. They even out at level 5 and after that the bonus gets much bigger (175 HP instead of 48 at lev 18) OR go mana-regen, because they dont work that well for glyphs and you already have hp essences.
For Glyphs you could go AP or Cooldown Reduction
Items: I think completly missing out Lich Bane is not a goo idea, because it can give a good boost to your damage output.
Masteries: I would prefer Mana-Regen and Greed over Expanded Mind because Poppy has a very low Base-Mana. At lev 1 you only gat addition 10 Mana and at lev 18 you would get about 37.
Other than that I really like it. Nice to see some varity to the usual cookie-cutter builds out there
