You are way too squishy, your only mean of survival with this build is your ult, which is not reliable due to the cooldown

Number of issues with this guide (no i didn't bother trying it, I already know it's major flaws)

- Surge + Ignite isn't ideal. You should run Ghost or Flash + ignite. it gives you an escape and a way to catch fleeing opoonents
- 30/0/0 in masteries is garbage, i shouldn't have to explain why
- full crit rune page is awful. You want runes to supplement poppy's weak early game, you're actually not providing anything that will help her survive and farm which is the most important thing on poppy
- I would start with either Devastating Blow or Paragon of Demacia, not Heroic Charge. Paragon provides a nice stat boost, and Devastating makes it hard for champions to trade with you 1 on 1, both are better options than Charge
- I'm fairly confident you'll reach over 100% crit with this build, not to mention how awful it is. Executioner's calling should never be a core item, it should only be situational against champions with great sustain like swain or mundo.
Phantom Dancer is a pretty good item in general, but rushing two of them along side Executioner's calling will not give you damage.
Additionally, you have no sheen in your build and no form of mana regen or mana. Poppy's ability costs are quite high and her base mana is quite low you should always build some form of mana engine for her.
The last 3 items are also questionable. Infinity Edge is always good on poppy, but Black Cleaver with two phantom dancers will probably put you over 2.5 AS with her activated Paragon. Any stats above the cap are wasted. Bloodthirster is an okay item to replace Executioner's calling, i'd get it last though

This guide is absolutely awful and there's no getting around that. I'm not going to try this out and waste 30 minutes of my life. It's clearly terrible and I've pointed out for the following reasons, so hopefully you'll read them and make adjustments to your game
