Yes,Righteous Glory is surely a great tool for Rammus.
I forgot about popular items on rammus used by most other players and i just added my own experience here,the builds i have found good by myself.
i actually focused on overall better stats providing more armor and health.
as i dont need that much mana and it provides 30 armor. thus i would go with other armor item like frozen heart or Zz'rot portal or Ohmwrecker .
But if i consider that speed boost active then its a good choice specially in jungling..

if i start playing Rammus Jungle i will also add a jungle guide
