Spells:

Ignite

Flash

Masteries.

Your Masteries should be 9-0-21.
You should altar the masteries to fit your styles of gameplay but the setup that i chose works very well with the items that are chosen.
The attack damage and minion damage is for last hitting minions in the "laning phase"

Skill Sequence.

This part is COMPLETLY up to you.
I recommend that you get your Overload first.

Runes.

Marks: Magic Pen, This will help with your spell damage and give 8.55 magic pen total.
Seals: Mana @ 18, This give 21 mana per rune, totaling 189 mana.
Glyphs: Magic resist @ 18, They give 2.7 per rune, totaling 24.3.
Quintessencences: Mana @ 18, These babies give 75 mana per rune, giving an outstanding 225 mana.
Of course you can change these but I personally use these.

Items.

Sorcerers Boots: These are a must have for casters as this gives magic pen and movement.
Archangel Staff: Gives mana and ability power, also gives some other bonuses.
Lich Bane: Gives Ability power, magic resist and movement speed.
Deathcap: Gives a TON of ability power.
Void staff: Gives Ability power and magic pen.
Frozen Heart: Armour, Mana and cooldown reduction.
