Summoner Spells:
I would suggest cleanse and exhaust.
Runes:
MR marks
dodge seals
CD reduction glyphs
and whatever you prefer for quints

As for items, I think you should try out some new shoes. Merc and ninja are my favorite for tanking, and if you get dodge runes, ninja tabi, and you have your masteries the way they are, typically i have decent dodge, and in team fights can keep nimbleness up the entire time so im always moving 10% faster. If you're versing a team of mass stuns/slows/casters, obvious go with the mercs. I also dont really suggest having a starks because although it will help your team, the people that will benefit from it typically already have decent lifesteal and attack speed and as a tank i prefer to ensure i dont die, so you could try throwing in a warmog's earlier in your build, or a force of nature after the frozen mallet (force of nature will also give you MR that you are lacking)

Masteries:
take that 1 point out of offensive mastery and stick it into the 15% magic pen. You said you were going to be doing some damage with this build, and that will help your damage with Ki and Vorpal.
