I find your choice of runes a bit peculiar, I enjoy playing Singed very much and I've read quite some guide on him. In my opinion I find that Magic Penetration Marks and possibly Health Quints would be a better choice on a champion like him.

I can tell it's a bit unfinished, try giving a brief summary of Singed within the Conclusion, and a little more info for the Items. Think of some questions a new player might ask about Singed after reading your guide, then answer them in your FAQ's. For example: "Any more tips on Singed?" "Can I spam his Q all day if I have lots of mana?"
