For Garen I understand your wanting to build him as a tank or tanky. I played Garen for a long while. The top build used to be just go full tank but now it is going just full ad. The reason being for this is to be a tank you need to be able to be a significant threat while being tanky. If a tank isn't either doing significant dps or providing lots of the disables in team fights then there's no reason to ever target the tank. Garen has a single target silence and if you build him full tank he will deal no damage. I could explain more but that just about sums it up. Some people like Alistar and Amumu are fine full tank because they have lots of disables and cc. Nasus as well as Dr.Mundo are good for nearly full tanks because they still have ways of dealing lots of damage.
