Zyra: 10, a pain in the *** for both adc/supp. most of the time zyra's all-in outdamages raka's healing.
Blitz:7/8, if raka gets pulled, change focus onto enemy adc and exhaust/ult.
Alistar: 9, a good alistar will not only keep raka off, but body block your adc from getting onto enemy adc. Also has insane tower dive potential and secures kills from ganks.
