I think CDR on vladimir is very important because i helps you harrassing your opponent and since your Q gives you health it gives you a great deal of substain.

Until you hit lvl 6 just keep last hitting the creeps and sometimes use your E, since the nerf on vladimir you first need to get your hextec to be able to spam your E for the 4 stacks. As soon as you have some more ap you can start pushing and spamming your E to keep the 4 stacks up. So you can deny your opponent creeps and gold.
