The answer is actually quite simple - it's both.

I think the author looked at the newest guide available, completely disregarded its rating, and then decided to base it off of that.

Then, after reviewing it and seeing how idiotic it looked, he/she decided to post it regardless as punishment to us.

well.... um... i'm not actually sure on how to respond to this? broken english and aweful formatting? half the time i had no idea what i was reading. yeah. try to put a bit more effort into your build/guide?

I can only assume that English is not your primary language. that aside....this guide is no where near complete and very hard to read. More or less a giant wall of text. It is missing a number of parts also. Please look at the top guides for the sections you need to add to make this an actual guide. thank you.
