This build is good, but it focuses a bit too much on the mana, but thats alright. However I think you should change the masteries 0/21/9 as that will help you since your build is weak at the start. The runes could actually go for other runes such as health runes instead of mana runes because singed doesn't actually need huge amounts of mana. However not a bad build i got 18/3/14 first game.
