I gonna show you how to build up a Support/Tank Taric

I took Magic Penetration in Marks
I choose Mana Regeneration/5 in Seals
My Glyphs are -0.05% cooldowns/level
My masteries are 9/0/21 with focus on Cooldowns and Magic Penetration in Offense and Mana Regeneration, Cooldowns and Base Movement in Utility.
My summoner spells are Exhaust and Clarity.
Remember to skill Improved Exhaust (in the Offense section of the Mastery Tree) and Improved Clarity (in the Utility section of the Mastery Tree) so you can max out your support effectivity.
Notes: Skill Sequence
The skill sequence I showed off top is not similiar to the one I use ingame. I just do not know when Taric is able to learn which ability from lvl 6 on.
Just skill your Dazzle (stun) first, your Imbue (heal) second and get a second Imbue right after. At lvl 4 skill your Shatter (Passive Aura: shield, Active: enemy Armor Reduction) and a third Imbue at lvl 5. From lvl 6 on skill your Ultimate whenever possible. Max Imbue first, followed by Dazzle and Shatter.
Start with a Sapphire Crystal and 1 Heal/Mana Pot. Finish your Catalyst the Protector after you bought your Boots of Speed. Finish Catalyst the Protector followed by Mercury's Treads. Rod of Ages and Soul Shroud are your next items. RoA will make you tanky (max. mana/Health per minute) and Soul Shroud will make your Imbue and your Radiance just a pain for your enemys.
Next item is Nashor's Tooth but the following items depends on your Midgame situation. If your team needs some more Auras get Aegis of the Legion, if not buy a Spirit Visage. Your last item depends on your enemys. Your enemys have many CC's? Get a Banshee's. If your enemy's team is more AD focused get a Frozen Heart.

Your most awesome laning partners are definitely Sion or Vladimir. Your "Double Stun, Double Shield, Health+Mana Regeneration" - Combo just blows almost every enemy laning team away or you go Transfusion + Heal + Pool + Heal and your enemys won't get you down. If you ain't a Sion/Vladimir in your team, group up with a Stunner or a Tank. You are even able to take a solo lane if you have a Jungler.
