The attack speed is much too low.
if i remember correctly when i last worked it out the attack speed is 2.4 ish with all boosts active and the max possible is 2.5 so how is this to low? seriously try this build and as long as u shroom well early game u will see its merits
if how ever you are looking for a first blood char try ashe her slow is very useful for this
