Hi!!!I'm going to show you how i build Vladimir with Masteries, Runes, items. I'm also going to tell you guyz what i take for summoner spells........

For runes i go Magic Pen.(for his spells), Health per lvl(for his passive) and cooldown reduction(so you can spam more). For Quints i go 2 Flat Health and a movement speed quint because i'm just obsess with health ^^

For Masteries i go 10/0/20, i go this cus im gay( just joking cus i like the bonus effects with summoner spells). You could go 9/0/21 aswell. I'm just being MINHO style so yeah.

For items i start off with dorans shield because he has no mana so dont take Doran's ring. After, i get boots of speed and soon upgrade it to Ionian boots of speed. If your getting fed early, i recommend you guyz to get mejais soulstealer( a wonderful snowball item on vlad). I go for a spirit visage after because of extra healing will be added to his abilities because all his abilities heal. You should get rylais for the slow, it helps a lot. Your next 3 items are then Will of Ancients(for spell vamp and ability power. Good support item too), Rabadon's death cap (for heaps of AP) and then final item should be Void Staff

I start off with Transfusion and max it 1st. I get 1 point in Sanguine Pool at level 2 and max it last(good escaping ability, also can be combined well with Zhonya's HourGlass). I get 1 point in Tides of blood and max it 2nd( good farming ability in mid game). I get hemoplague whenever i can.

I take Ignite to help get kills or combine it with hemoplague. Also i take Ghost to catch up. You can get Exhaust if you want to.
