How did you manage to get 850AP without Mejai's Soulstealer? Anyway, I see your force runes plays a big role in this build. So idk if I should tell you that marks should only be Magic Penetration on Casters, I assume you'll do more damage then.
Do you have any links to math or something that explains why MP would be better? Because I don't want to lead falsely. If MP is better I will switch over.
And actually I get the 850AP without the runes because I'm not high enough level to buy those so I did the calculations and with the exact amount I have there the runes alone should add 83.16 so that would be even more.

The build itself is safe, it's decent, and most of all it's overlooked.
It's a shame really, very few people pay attention to Veigar.. anyway +1 for effort.
