Straight up Magic Pen, CDR and HP. No real explanation warranted.

Masteries

Vlad works best as utility since his ult plus ignite is uber, and so is ghost then his pool. Plus defense has nuthing for him and offense is too melee based.

Items

Pretty solid. Just grab a butt load of AP and MPen. If you are pwning da noobs switch out morellos/ancients for a mejais.

Skill Sequence

Grab transfusion then pool then your E. After words work to max pool then transfusion and your E is the last to be maxed out.
