I find that if I rush a Hextech Revolver, it allows me to spam Tides of Blood a lot more early in the game and allows me to keep from going to the base for an ungoldy amount of time.

But the Lich Bane and Gunblade is wasted money on Vlad, and you have 0 defensive items so I would suggest dropping those entirely. I like the Abyssal Sceptor and the Zhonya's Hourglass. The Sceptor gives a good aura (would prob replace with void staff if they have a ton of MR) and great magic resist, and the Zhonya's active has saved me more times than I can count.

Basing Vlad around spell vamp isn't the best of ideas.
Like I commented in another build with a spell vamp focus for Vlad, multi-target spells automatically steals 33% of the listed value, i.e. 15% spell vamp is 5% spell vamp on multi target spells. This means all of Vlad's spells, yes even Transfusion. I also don't think that I agree with your choice for of the gunblade, and lichbane is stretching for Vlad. There are much better items that give you more AP and Health that are better suited for Vlad.

Also your flat AP runes (excluding quints) are not near as beneficial as their per level brethren. and will only serve you early game, and even then not as much you need.

You might want to retool this a little.
