And armore pen instead of atmas with 3200 hp ? KIDDING ME ? nothing in your items has mres or ARMOR ? enough said this build is just not viable , work more on it .no life steal items .

You have to much CDR, and should switch some stats. Boots(15%)+Soul Shroud(10%)+Youmuu's Ghostblade(15%)+Runes(5,85%)+Masteries(9%)=54,85%. Since the hardcap is 40% you are way above the cap, and as I mentioned earlier you should switch some items for more attack damage to balance it out. The rest looks pretty decent, but the build doesn't feel very thought through because of the crazy CDR stacking. -1.
